there is no reason that the government should not introduce regulations to harvest rainwater in every new buikld/refurbishment/developement ASAP.
that's just one little thing that would make a difference, it would cost next to nothing- pipes from gutters into storage tanks used for flushing toilets, washing clothes etc..
